I have noticed that MS have used this term to describe the weather over NZ at the moment.
Haven't heard this term for ages.

A term that was taught to those in Met service when I was there 40 years ago. So in Southland currently it is overcast with stratus and nothing to shift it away aloft until a northerly arrives supposedly in a few days

The blocking high to the SE of us doesn't help. :x

A col is like a "saddle" as it were, between two high pressure centres just as an example.
