Yes, those high based storms triggered by high surface temps and low dew points - say Temp = 30 C and dew point of 5C give little precip and often have what is termed 'dry lightning' associated. In this case the cloud base would be at 30 - 5 = 25 x 400 = 10,000 feet. Surface RH would only be about 15%.
