Interesting that for Kelburn they say the rainfall wasn't a record or near-record low - that's not true. The 5.4mm was the 2nd lowest in the record there - 1928, the starting January, was the only drier one (4.9mm). Even if one looks at older city site records going back to 1863, there are only 2 or 3 years that were drier still.
I won't comment on the sunshine ...
