Updated to 2017: mean speeds in kph.

Kaukau Top 40.6
Southwest Cape 38.1
Brothers 37.5
Baring Head 35.0
Cape Turnagain 34.7
Castlepoint 30.6

And for a contrast - Clyde 6.2 (calmest recorded month 2.2) - there are probably sites with even lower averages.
