Twisters over Wellington Harbour 1950's ?

My brother recently sent me a pile of old family pictures and I would welcome an expert weatherman's opinion on my scan of this tiny snap (6.2 x 4 cm) from sometime between 1952 and 1955. It was taken above our house at 86 Western Hutt Road. There were no other houses behind us. It seems to show two twisters arising out in the Cook Strait, known for its ferocious winds.

Interesting photo that. I don't think it is tornadic as it seems to be rather calm there, could be something with the photo format?
Western Hutt that would be around the Kelson area?
