Pictures are actually from a powerpoint I was e-mailed, it was reported as an Ice Storm at Lake Geneva, Wisconsin USA, In reality it was in fact Geneva, Switzerland. (Thanks for the correction Stephen).
[edit, correcting location and removing now irrelevant text since it was split.]

looks to have been from the spray from the lake from the rough conditions /high winds, being super cooled and freezing as it touched objects......the tops of the trees, above the spray, dont have it and neither to the buildings on the other side of the street...just in case anyone was wondering how the heck that happened.....correct o mondo?

Sounds on the money. The lake was full as, it got rough causing a spray which then froze as the air temp was well below 0°C
I also found that it's really Lake Geneva, Switzerland, and the powerpoint file saying Wisconsin, USA (where there is a L. Geneva) is a bit like the images of a supercell that were supposed to be Hurricane Katrina
