The Brazil met service has some issues. The National Hurricane Center was telling them that they were dealing with a purely tropical system for days. Brazil didn't listen and continued to say that it was extratropical (obviously wasn't) and that the max winds were 50MPH. Well, 200 homes have been destroyed, 2,000 damaged and SO FAR there have been 3 fatalities. Five fisherman are still missing. An unofficial observation had a 93MPH wind gust. This was clearly a Cat 1 hurricane (on the saffir-simpson scale).
Oh and btw, I wouldn't call this a sign of major climate change. These things are bound to happen at some point. We only started looking at the SATL with sat images in the 1960s. 40 years is nothing in terms of climatology.
