people in the eastern USA thought the whole world was colder than normal just because they were....they think the USA is the whole world....
when a weather system creates colder than normal conditions due to a stuck prevailing pattern, then on the other side of that pattern somewhere else will be warmer than normal...you can see that between canada and europe

Yes, interesting chart. The winter Olympics was having snow issues (lack of it in British Columbia) in the run up to the games.
American people must be fed up with their cold snowy weather now. The Arctic Oscillation is supposed to be turning positive early March so maybe a warm up on the way for USA.
NZ had a cold spring off the back of Victoria's warmest spring on record. And the South Island has had a cool summer.
