I guess you call it a snow devil or it might have possibly been a waterspout that sucked snow up as it hit land.

Apparently this was filmed last Thursday (local time) around the city of Zonguldak, which lies on the south coast of the Black Sea. So yes, perhaps the term 'snowspout' might be more appropriate.
Either way, quite a rare event.
