Snow to "low levels"
When the TV forecaster says "Snow to low levels" do they mean 500,200, 300 metres or what?

Low levels is generally considered about 200m or lower. So low levels could technically entail 200m down to sea level. I spose it's a term used when you know the snow level will be low but your not quite confident enough to say sea level etc.... or you believe it just won't reach sea level but you think it might be between 200 and 100m for e.g.
