Any recommendation on the best place to get whitebait on the west coast currently please?

talking about whitebait, the Waikato District Council want to regulate white bait stands on the lower waikato river...
i.e building inspections of toilet facility's, etc (some are just a pipe into the river...so thats an issue!)
