I don't know where you got that idea from.
Fibre is capable of delivering speed into the Gigabits (up to 10's of kilometers or more depending upon the speed), I'm afraid the low specification copper twisted pair they use over a few kilometers only goes into Megabits. That's a factor of a thousand better for fibre.
Unfortunately fibre still is a more expensive medium. But that is changing all the time. In the next couple of years expect all voice based telecommunications to change to an IP based format. Fibre directly to the home will follow, and with it, vastly improved bandwidth, but only when the technology is matured and gets cheaper.
Telecom abandoned the project (which was a trial) because it wasn't cost effective.
